CBD legality varies widely around the world. In the UK, CBD products are legal as long as they contain no more than 1mg of THC per container, such as a bottle. In most EU countries, CBD isn’t a banned drug, but CBD foods and oils aren’t authorised for sale and several countries now actively restrict them. In the US, hemp-derived CBD is federally legal for now, but a 2025 law caps finished hemp products at 0.4mg of THC per container from late 2026. Some countries, including several in Asia and the Middle East, ban CBD entirely.
Check a country
CBD laws and cannabis laws are changing at different speeds. So a country can allow cannabis, which contains CBD, and still not allow CBD products to be sold. In Germany, for example, adults can legally grow cannabis at home, but CBD foods and oils can’t legally be sold.
We’ve tried to make this easy, but always check for yourself too, using the source links. We’ve researched the cannabis rules for 185 countries, mostly popular destinations. “Legal for adults” usually comes with limits, and it never means you can take cannabis across a border.
What the CBD statuses mean
- Legal CBD products can be sold, usually with a THC limit. In the EU, CBD foods and oils technically still need “novel food” approval everywhere. We only mark a country Restricted where its regulator has acted on that.
- Restricted CBD isn’t a controlled drug, but most CBD taken by mouth, like oils and gummies, can’t legally be sold. In the EU this is usually because CBD is a “novel food”, the legal term for a food that needs safety approval before it can be sold.
- Prescription only CBD is only available on prescription.
- Illegal CBD is treated as a controlled drug. Don’t travel with it.
- Unclear We couldn’t find a clear rule, so we’d leave CBD at home.

Travelling with CBD
Even where CBD is legal, the rules on THC and on what can be sold differ from country to country. Customs officers don’t always know the details. If you’re not sure, leave it at home. Our guide to taking CBD on a plane covers the practical side.
